Course Description
Overview
This workshop is a three-day, participative learning event designed to provide participants with a good understanding of regulatory impact assessment (RIA), its use and value in the ICT strategic regulatory space.
Key Objectives & Learning Outcomes
On completion of the workshop, participants will:
Have a good understanding of the purpose of Regulatory Impact Assessment (RIA);
Have a good understanding of how RIA operates in the ICT sector;
Examine good-practices for RIA;
Identify RIA methodologies;
Have a good understanding of how to prepare for an RIA exercise in their own country / operating environment.
Target Audience
Open to all participants with an interest in communications policy and regulatory matters – including policy-makers, regulators and operators.
Pre Requisite
Participants should have a good understanding of their national ICT sector policy and regulatory environment. Participants will be required to participate in discussion of case-studies and exercises

RIA – what it is and its objectives
The benefits and challenges of RIA
The differing stakeholder roles in the RIA process
Developing policies and regulations – where RIA fits
The RIA process – ex-ante and ex-post
RIA in other jurisdictions
RIA case studies in the ICT sector
Preparing for a RIA exercise – participants’ exercise
Implementing RIA – stakeholder engagement and communication
