3. Non-Public Networks (NPN) feasibility study and validation 

Evaluating the Opportunity of Non-Public Networks (NPNs) in Kenya was a research project undertaken by the African Advanced Level Telecommunications Institute (AFRALTI) in collaboration with Strathmore University, the University of Glasgow, the University of Strathclyde, the University of Nairobi and the Dynamic Spectrum Alliance (DSA) to assess the feasibility of deploying private LTE and 5G networks in Kenya. The study examined spectrum availability, incumbent spectrum usage, regulatory frameworks and international best practices using literature review, GIS-based analysis and comparative policy assessment. The research identified suitable frequency bands and potential pilot deployment areas for Non-Public Networks, demonstrating how flexible spectrum access could accelerate broadband connectivity in underserved regions, Special Economic Zones (SEZs) and industrial environments. The findings provide an evidence base for spectrum policy development and establish a roadmap for piloting and scaling private 4G and 5G networks to support digital inclusion, Industry 4.0 and future digital infrastructure development in Kenya.

NPN Roadmap 

The image presents a phased national roadmap for Non-Public Networks (NPNs) in Kenya. It shows how the 2024-2025 analysis study on IMT spectrum sharing creates evidence for two major findings: NPNs can widen rural broadband access and support Industry 4.0 deployments. The roadmap then moves into 2025-2026 actions: regulatory sandbox testing, technical and spatial analysis of priority bands, interference monitoring, pilot community network deployment, industry demonstrations, and development of recommendations for an NPN deployment framework and a licensed shared access framework for IMT spectrum.
