The Digital / ICT Accessibility Roadmap for Government Services in Kenya

Project Aim:         

The Overall Objective is to drive national digital inclusion through a multi-stakeholder initiative, ensuring the equitable access of Persons with Disabilities (PWDs) to Information and Communication Technology (ICT) and services provided by government, private sector, academia, and non-profit organizations, thereby fully integrating PWDs into all facets of Kenya’s inclusive digital economy, government, society and Justice for All.

Background and Overview:

Kenya’s digital transformation is progressing at a national scale through the Kenya National Digital Master Plan (2022–2032) and the Bottom-Up Economic Transformation Agenda (BETA), both designed to catalyse inclusive economic growth, unlock jobs, and strengthen public service delivery. For Persons with Disabilities (PWDs), digital transformation is not an optional aspiration but the primary pathway for overcoming entrenched exclusion. Accessible digital, ICT and recently Artificial Intelligence, systems unlock equitable access to employment, digital services including government services, education, financial services, healthcare, and justice, ensuring that the benefits of the digital economy are shared by all citizens. The current digital divide facing PWDs in Kenya remains profound. Only 11% of PWDs use the internet, compared to 22.9% of the other section of the population, demonstrating that PWDs are nearly twice as likely to be digitally excluded. This disparity reinforces systemic barriers to employment, education, public services, and civic participation in an increasingly digital society

UK Digital Access Programme in collaboration with two arms of Government (Judiciary and Executive) have engaged The African Advanced Level Telecommunications Institute (AFRALTI) to lead this short term (6 months) project (July to December 2026).  AFRALTI hereby invites applications for short term consultancy opportunities as below:

Consultant 1: Digital, ICT and AI Accessibility Maturity and Certification Specialist

Purpose of the Assignment

To design and operationalise the assessment architecture of the programme, the maturity model, the instruments used to apply it across pilot agencies, and the certification framework through which compliance is formally recognised.

 Key deliverables

1. An operational maturity assessment and reporting mechanism for ICT, digital and AI accessibility, with an accompanying roadmap setting out assessment graduation levels and distinguishing first-party, second-party and third-party assessment types.
2. Digital maturity assessment tools based on the Accessibility Maturity framework, including quarterly monitoring instruments, applied across at least fourteen (14) pilot agencies with findings consolidated into published quarterly reports.
3. A formal Certification Framework for Accessibility Compliance.

Qualifications and Experience

Academic Qualifications

1. Master’s degree in ICT, Computer Science, Information Systems, Quality Assurance, Public Policy or a closely related field.
2. A Bachelor’s degree combined with substantial demonstrable equivalent experience will be considered.

Professional Experience

• Minimum of seven (7) years’ professional experience in ICT or digital maturity assessment, conformity assessment, or standards development.
• Demonstrated experience designing and applying maturity models, with familiarity with the IDAMM framework a strong advantage.
• Practical experience across first-party (internal), second-party (supplier or partner) and third-party (independent) assessment regimes.
• Track record of designing assessment instruments and producing periodic analytical reports across multiple institutions.

Technical Competencies

• Working knowledge of conformity assessment principles, including ISO/IEC 17065 and ISO/IEC 17021.
• Familiarity with WCAG 2.2, EN 301 549, ISO/IEC 40500 and emerging AI accessibility standards.
• Ability to translate technical criteria into auditable, defensible compliance thresholds.

Desirable

• IAAP CPACC or WAS certification, ISO Lead Auditor certification, or equivalent.
• Experience working within or alongside Kenyan public sector institutions.

Consultant 2: Digital, ICT and AI Accessibility Governance and Institutional Mainstreaming Consultant

Purpose of the Assignment

To secure the institutional mandate for accessibility across participating agencies and to build the permanent governance structures, committees, champions, evidence and knowledge assets through which that mandate is sustained beyond the life of the project.

Key Deliverables

1. Formal mandates across public sector agencies, each evidenced by an adopted ICT/Digital/AI Accessibility Charter and a corresponding Public Statement.
2. A published and disseminated mixed-methods study on the benefits of ICT, digital and AI accessibility for Persons with Disabilities.
3. A central Online Resource Hub hosting the Baseline Index and accompanying technical guides, with verified access for all pilot agencies.

Qualifications and Experience

Academic Qualifications

Master’s degree in law, Public Administration, Governance, Development Studies, Disability Studies or a closely related field.

Professional Experience

• Minimum of seven (7) years’ experience working with government institutions on policy adoption, institutional reform or disability mainstreaming.
• Demonstrated success in securing high-level institutional commitments, charters, memoranda of understanding, formal mandates, from agency heads or principal secretaries.
• Experience establishing and servicing inter-agency or inter-ministerial committees, including drafting terms of reference, minuting and maintaining action registers.
• Demonstrated mixed-methods research capability sufficient to lead a study to publication standard.

Technical Competencies

• Strong command of the Persons with Disabilities Act (2025), the Constitution of Kenya (2010) and the UN Convention on the Rights of Persons with Disabilities.
• Experience designing, commissioning or overseeing accessible online knowledge platforms.
• Excellent written advocacy and drafting skills at the level required for instruments signed by agency heads.

Desirable

• Lived experience of disability, or a substantial track record of partnership with Organisations of Persons with Disabilities (OPDs).
• Experience of training in design and delivery for public officers.

Consultant 3: Digital, ICT and AI Accessibility Technical Compliance and Remediation Consultant

Purpose of the Assignment

To deliver measurable technical change, auditing and remediating agency platforms against WCAG 2.2 Level AA, embedding accessibility into procurement, and anchoring performance in agency accountability systems.

Key Deliverables

1. Digital, ICT and AI accessibility clauses introduced into procurement contract templates
2. Recruit and test Inclusion testers
3. Remediate critical platforms in pilot agencies.
4. Link key performance indicators into annual Performance Contracts.

Qualifications and Experience

Academic Qualifications

Bachelor’s or Master’s degree in Computer Science, Software Engineering, Information Technology or a closely related field.

Professional Experience

• Minimum of seven (7) years’ experience in web and application accessibility auditing and remediation.
• Demonstrated experience recruiting, training and managing testers with disabilities across multiple disability domains.
• Experience delivering measurable, evidenced improvement in conformance scores across a portfolio of platforms.
• Experience embedding indicators into institutional performance management or Performance Contract systems.

Technical Competencies

• Expert-level knowledge of WCAG 2.2 Level AA and ARIA authoring practices.
• Hands-on proficiency with automated tooling (axe, WAVE, Lighthouse, ARC Toolkit) and manual testing with assistive technologies (JAWS, NVDA, VoiceOver, TalkBack).
• Practical understanding of the Public Procurement and Asset Disposal Act and the drafting of enforceable accessibility clauses in contract templates.
• Ability to produce remediation guidance that development teams can act on directly.

Desirable

• IAAP Web Accessibility Specialist (WAS) or CPACC certification.
• Experience auditing government platforms or high-traffic public service portals.
• Familiarity with accessible documents and mobile application standards.

Consultant 4: Digital, ICT and AI Accessibility Inclusive Communications Specialist

Purpose of the Assignment

To build visibility and senior-level ownership of the programme, translating technical progress into campaign assets, leadership commitments and internal communications that sustain momentum across participating agencies.

Key Deliverables

1. Campaign assets published across agency websites and social media channels.
2. Hold high-level briefings for Senior Leadership on Accessibility.
3. Publication of success stories.

Qualifications and Experience

Academic Qualifications

Bachelor’s or Master’s degree in Communications, Journalism, Public Relations, Marketing or a closely related field.

Professional Experience

• Minimum of five (5) years’ experience in strategic communications, preferably within the public sector or a donor-funded programme.
• A portfolio demonstrating multi-channel campaign delivery, including success stories, digital content and internal publications.
• Experience convening, facilitating and minuting senior leadership or ministerial-level engagements.

Technical Competencies

• Demonstrated competence in accessible content production: alternative text, captioning and subtitling, plain language, and accessible document and social media design.
• Ability to translate technical performance data into narrative content for non-technical audiences.
• Working knowledge of digital publishing and social media management across government channels.

Desirable

• Prior experience communicating on disability inclusion or accessibility, in partnership with OPDs.
• Photography, videography or graphic design capability.
• Working proficiency in Kiswahili in addition to English.

Consultant 5: Digital, ICT and AI Accessibility Programme Coordinator and Lead

Purpose of the Assignment

To maintain the operating rhythm of the programme while ensuring that every process, product and event it produces meets the required accessibility standards the programme itself promotes so that the programme models the change it seeks to make.

Key Deliverables

• Project Inception including all supporting documents including master workplan, risk identification and Mitigation Plan, updated Theory of Change, MERL, delivery chain map, concept note for any study to be undertaken, updated ABB and deliverables tracker covering all consultancies.
• All project outputs as per Activity Based Budget and Documentation checklist at the three main project stages-Inception, Implementation and Close out phases
• Weekly project meetings convened and chaired throughout the project period, conducted with accessibility provisions.
• Periodic progress reports consolidated from all consultant inputs, structured against the results framework.
• A Project Closeout Report assembled from all consultant and partner contributions.

Qualifications and Experience

Academic Qualifications

Bachelor’s degree in Project Management, Information Technology, Development Studies, Public Administration, Communications or a closely related field. A Master’s degree or postgraduate qualification in project management, disability studies or inclusive development is required.

Professional Experience

• Minimum of seven (7) years coordinating multi-stakeholder or donor-funded programmes, including at least two (3) years supporting a programme with multiple concurrent consultants or workstreams.
• Demonstrated experience maintaining workplans and deliverables trackers and reporting against a result or logical framework.
• Proven experience organising accessible events at national.
• Experience working with, or in partnership with, Organisations of Persons with Disabilities.

Technical Competencies

• Practical competence in accessible document production: tagged headings, alternative text, table structure, colour contrast, plain language, and accessible slides and spreadsheets.
• Working knowledge of WCAG 2.2.
• Understanding of the Persons with Disabilities Act (2025) and the UNCRPD as they bear on programme practice.
• Proficiency in project tracking tools (MS Project, Asana or equivalent) and strong Excel skills.
• Excellent written English at report-drafting standard, with the ability to synthesise technical inputs from multiple specialists into a coherent narrative.
• Familiarity with accessible meeting and conferencing platforms and their captioning functions.

Desirable

• Prior experience of FCDO or comparable donor reporting requirements.
